Yes,
Damage to Tyres and Tubes is covered, unless the vehicle insured is damaged at the same time, in which case the liability of the company shall be limited to 50% of the cost of replacement.

To answer your question, not always. There must be very few companies that do that. This is because there is always a regular wear and tear of tires.
For all the other parts like Engine Parts, Differential Parts, Gear Box Parts there are different add on covers. Companies also provide nil depreciation cover. Nil Depreciation Cover is helpful to combat the depreciating value of your car. With this add-on, there is no deduction for depreciation even on the car's parts, other than tires and tubes. Apart from these, there’s also a consumables cover. Consumable items include nuts and bolts, screws, washers, grease, lubricants, clips, AC gas, bearings, distilled water, engine oil, oil filter, fuel filter and break oil.
The reason I’m sharing this is to tell you that a Motor Insurance may not cover your tires, but apart from that, it’s got pretty much everything else covered.
