I don't think Insurers will pay twice for same loss.

As when the baggage is lost, it is implied that there will be dalay.

You can claim under both the sections. However, if a customer claims under Loss Of Checked Baggage, then the payment made under Baggage Delay Section would get deducted from claim payment under Loss Of Checked Baggage.
