No, unless the insurer has settled the bill you cannot get a discharge.

You have the option of settling the bill yourself and then claim it from the insurance company.

It depends on the Hospital, if its a network hospital identified by the Insurance Company then they may discharge you and if not, you can pay the bills now and claim from the Insurance Company Later.
