NRI cousin is coming to India for his higher studies, require health insurance cover

My NRI cousin is coming to Delhi for his higher studies. Will he be allowed for a health insurance cover here by an Indian insurer?

I suppose, you can avail a health insurance but frontiers for the insurance will lie only within India.
