Just bought a motorcycle, previous owner wants me to pay him the premium of bike to him back which he has already paid to the company. I've bought 6 vehicles and none have asked for it. Is it the right practice?

Ofcourse not! You are laible to pay for pending year or from the time you have owned the vehicle.
