What is the travel insurance provided when booking IRCTC ticket? Why was it optional earlier and mandatory now?

This is an Optional scheme launched by the Government in the month of September last year.The premium charged is .92 paise only. Covers :

1. Claim of Rs.10 Lacs in case of death / Disability.
2. Claim of 7.5 Lacs for partial disability and 2 Lacs for hospitalization expenses.
3. Also , includes Rs. 10,000 for transportation of mortal remains.
