In general do universities abroad allow Indian students to opt for cover by an Indian insurer instead of taking the University insurance cover?

Yes,
Universities abroad ask for the student insurance and inform to select the plan from the insurance company.
According to plan cover will be available.

Yes there are universities which offer a 'waiver' provision for the students to opt out of the insurance plan offered by the University and get a plan from India. However the Universities insist on certain minimum coverage criteria. If the Insurance is found to be optimum from the Indian Insurer then the student is allowed to be covered.
